Vietnamese criminal record translation to English for the National Visa Center and the consulate in Hồ Chí Minh City, USCIS, a US adoption agency or an employer, and into Vietnamese for a giấy phép lao động. We translate the Phiếu lý lịch tư pháp, both số 1 and số 2, with the seals and every entry.
Phiếu số 1, Phiếu số 2 and the difference that matters
Vietnam issues two versions of its judicial record certificate, and a US consulate's checklist names one of them for a reason.
What each phiếu shows
Phiếu lý lịch tư pháp số 1 states the tình trạng án tích and leaves out any conviction that has been expunged, so a person whose án tích was cleared reads không có án tích. Phiếu số 2 lists every conviction, cleared or not, with the bản án number, the tòa án, the tội danh, the hình phạt chính and hình phạt bổ sung, and it is only issued to the person or to a procuracy or investigator. US immigrant visa files ask for số 2 because the US counts a conviction whether or not Vietnam has expunged it. We translate the version you hold and name it in the title.
Who issues it now
Until early 2025 the Sở Tư pháp of your province issued the phiếu, and the Trung tâm Lý lịch tư pháp quốc gia handled people with no residence in Vietnam. On 1 March 2025 the task moved to the Ministry of Public Security, and most applications now go through the VNeID app, which returns an electronic phiếu with a QR code. Older certificates with a Sở Tư pháp seal are still valid and still arrive in files, so the translation names the issuing office as printed, whichever it is.
Names, aliases and the nơi thường trú
The phiếu prints the full name with diacritics, giới tính, ngày sinh, nơi sinh, quốc tịch, nơi thường trú, nơi tạm trú and the số CCCD or passport. A consular officer compares it against the giấy khai sinh and the passport, and a dropped mark or a different middle name is what produces a request for evidence. We keep the name exactly as the phiếu prints it, note a passport spelling in brackets if you ask, and translate the line on cấm đảm nhiệm chức vụ, thành lập, quản lý doanh nghiệp, hợp tác xã in full, since a blank there is itself a finding.
Who is asking for your Vietnamese criminal record translation?
The translation is the same. What changes is whether the recipient wants anything added to it.
USCIS and the National Visa Center
Consular processing asks for police certificates with a complete English translation and a signed certification. No notarization is needed.
IRCC accepts a certified translation with the translator's affidavit. Order the certified translation and add notarization if your application guide asks for it.
Three things that save a day of back and forth on a Vietnamese criminal record.
01
Get the certificate first, then the translation
Most police certificates are valid for a few months. Have the certificate issued, then upload it, so the translation and the original are current together.
02
Check which authority the checklist names
A state letter, a federal letter and a court record are different documents. Read the consulate or USCIS checklist and send the one it asks for, or all of them.
03
Keep the QR code and verification number in the scan
Online certificates carry a QR code or a verification code. They are translated with the rest and are how a consulate confirms the document is genuine.
Details and pricing
What is included in a Vietnamese criminal record translation
One price per page covers the translation and its certification. A page is up to 250 words, and the quote tells you the page count before you pay.
Everything on the criminal record is translated, including stamps, seals and handwritten notes. Tell us the English spelling you use for each name when you order.
How long is the Phiếu lý lịch tư pháp valid for a US visa?
Vietnamese law gives the phiếu no expiry date; the recipient sets one. The National Visa Center treats a police certificate as current for two years provided you have not lived in Vietnam again since it was issued, while employers and adoption agencies set shorter windows. The translation is dated when it is certified, so a phiếu you already hold can be translated at any point inside the recipient's window.
I was convicted in Vietnam years ago. What goes with the phiếu?
The consulate or USCIS wants the bản án, the judgment itself, and the quyết định thi hành án or a giấy chứng nhận chấp hành xong hình phạt tù showing the sentence was served, plus the quyết định xóa án tích if one was issued. Vietnamese charges are translated by the Criminal Code article: trộm cắp tài sản is theft of property, cố ý gây thương tích is intentional infliction of bodily harm, and we do not soften either.
I need an FBI check in Vietnamese for a Vietnamese work permit. Can you do that?
Yes. A foreigner applying for a giấy phép lao động files a police certificate from home issued within six months, with a Vietnamese translation. For an FBI Identity History Summary the apostille now comes from the US Department of State, replacing the old consular legalization. We translate the FBI or state police check into Vietnamese and can notarize it. The employer's HR team usually knows whether the labour office also wants a local translation.
How much does a certified translation cost?
Certified translation is $25 per page, with a page counted as up to 250 words. Notarization, a mailed physical copy and an apostille are optional and priced separately.
How long does a certified translation take?
Standard turnaround starts at 24 hours and depends on the length and language of your documents. If you have a deadline, include it in your quote request.
