Russia has no employee handbook. Its workplace rules are mandatory local acts under the Трудовой кодекс, and an American handbook translated literally promises things Russian labor law does not recognize.
Правила внутреннего трудового распорядка and the local acts
A Russian employer must adopt правила внутреннего трудового распорядка, a положение об оплате труда, a положение о премировании and a должностная инструкция for each post, and each employee signs that they read them, ознакомление под роспись, before the трудовой договор. A US company with a Russian subsidiary translates its handbook into Russian so it can be adopted as one of these acts, and the reverse translation lets US HR see what the Russian office actually promised. Kazakhstan and Belarus have the same structure under their own labor codes.
At-will, PTO and the words that have no Russian
At-will employment does not exist in Russian law, where dismissal needs a listed ground, so the sentence is translated with a note that it describes US law rather than rendered as a right the employer holds in Russia. PTO becomes a defined term, because Russian staff know only ежегодный оплачиваемый отпуск of 28 calendar days and больничный. Workers' compensation, FMLA leave, exempt and non-exempt status and a 401(k) match are each kept in English on first use with a plain Russian explanation, so the translated handbook does not invent Russian benefits.
Required notices and the acknowledgment page
For US staff the handbook is only part of it. New York employers hand out the Wage Theft Prevention Act pay notice in the employee's primary language, and the state publishes the form in Russian; New York City's paid safe and sick leave notice is also issued in Russian. OSHA expects safety training in a language the worker understands.
