Russian tax return translation for a US mortgage lender, an EB-5 or E-2 file, a divorce or child support case, the IRS foreign tax credit or a university financial aid office, and into Russian for a tax office in Russia or Kazakhstan. We translate the 3-НДФЛ declaration, the employer's справка о доходах and the self-employed income certificate, with a signed certification.
Most Russians never file a return, because the employer withholds and reports, so the document a US reader needs is often not the declaration at all.
Справка 2-НДФЛ, now справка о доходах
The employer's annual certificate, still called 2-НДФЛ by everyone though the form was renamed справка о доходах и суммах налога физического лица in 2021, lists income by month with a код дохода, 2000 for salary, 2012 for holiday pay, 2300 for sick pay, the deductions, and the НДФЛ withheld, at a flat rate until 2024 and on a five-step scale from 2025. A copy can also be downloaded from the личный кабинет on nalog.gov.ru with the ФНС electronic signature. The translation keeps every code with its meaning in brackets, which is what an underwriter reads for stability of income.
3-НДФЛ: who files it and what it shows
The 3-НДФЛ declaration is filed by 30 April by people with income nobody withheld on: a sold apartment or car, rent, foreign income, freelance pay, or anyone claiming a deduction for a flat purchase or medical costs. It runs to a dozen pages of numbered sections, Раздел 1 and 2 and Приложения 1 to 8, with an ФНС acceptance stamp or an electronic квитанция о приёме. For a US lender or an EB-5 officer the return matters because it is often the only paper that ties a property sale to the money now in the account.
Self-employed and the ex-Soviet neighbours
A самозанятый on the professional income tax regime has no return; the Мой налог app issues a справка о доходах, form КНД 1122036, and a справка о постановке на учёт, and those are what a lender gets. An ИП on the simplified system files a декларация по УСН. Kazakhstan runs its own forms: the 240.00 individual income tax declaration, the 270.00 universal declaration phased in through 2025, and an ИИН instead of an ИНН. Belarus files a декларация по подоходному налогу. Each is translated with its form number kept.
Who is asking for your Russian tax return translation?
The translation is the same. What changes is whether the recipient wants anything added to it.
USCIS and the National Visa Center
Sponsors filing an affidavit of support, and applicants proving income, submit tax returns with a complete English translation and a signed certification. No notarization is needed.
IRCC accepts a certified translation with the translator's affidavit. Order the certified translation and add notarization if your application guide asks for it.
A mortgage lender or a tax office assessing foreign income accepts a certified translation of the return and its schedules. Ask whether they want a hard copy and add it at checkout.
Three things that save a day of back and forth on a Russian tax return.
01
Send the filed return, not the draft
The recipient wants the version the tax office accepted, with its filing stamp, receipt number or online confirmation. Include the confirmation page if your return was filed electronically.
02
Include every schedule and attachment
The income summary on the first page refers to schedules behind it. A consulate or a lender reading the total will look for the pages that support it.
03
Give us the taxpayer name as the passport spells it
Taxpayer numbers, amounts and the currency are copied exactly as printed. Tell us the English spelling of each name on the return so it matches the rest of your file.
Details and pricing
What is included in a Russian tax return translation
One price per page covers the translation and its certification. A page is up to 250 words, and the quote tells you the page count before you pay.
Everything on the tax return is translated, including stamps, seals and handwritten notes. Tell us the English spelling you use for each name when you order.
Does the IRS need a certified translation of my Russian return?
The IRS asks for an English translation when it examines a foreign tax credit, and for Form 1116 you need to show the НДФЛ actually paid for the year. The 2-НДФЛ or the 3-НДФЛ with its payment receipt is the paper that shows it. The US partially suspended its tax treaty with Russia from 16 August 2024, which affects treaty claims rather than the credit itself; ask your preparer which year's paper they need.
My lender wants two years of tax returns and I have none. What do I send?
Send what the ФНС system has. A salaried employee has a справка о доходах from each employer and can download a confirmed copy from the личный кабинет, which carries the tax office's signature and is harder to question than the employer's print. Add the 3-НДФЛ if you filed one. Explain in a cover note that Russia withholds at source and most employees file nothing, and the translation notes the same, so the underwriter does not read a missing return as missing income.
Do you translate a US Form 1040 into Russian?
Yes. Russian tax residents report foreign income on their 3-НДФЛ and may need the 1040 and W-2 translated to show tax already paid abroad, and a Russian court in an alimony case reads a 1040 as proof of income. Kazakhstan asks the same for its 240.00 under its own treaty with the US. The translation keeps the IRS form and line numbers, and a Russian tax office generally wants the translation certified by a Russian notary, so check before ordering.
How much does a certified translation cost?
Certified translation is $25 per page, with a page counted as up to 250 words. Notarization, a mailed physical copy and an apostille are optional and priced separately.
How long does a certified translation take?
Standard turnaround starts at 24 hours and depends on the length and language of your documents. If you have a deadline, include it in your quote request.
