Degrees Ukraine has stopped issuing, and what an evaluator makes of them
A Ukrainian file often holds a degree that no longer exists. The translation names it as printed and leaves the US equivalent to the evaluator, but the reader needs to know what it was.
Спеціаліст, the five-year degree
Until about 2017 most Ukrainian graduates left with a диплом спеціаліста after five years, a degree between a bachelor's and a master's that the 2014 higher education law folded into the master's level. The diploma states the спеціальність, the field, and the кваліфікація, the professional title such as інженер-механік or лікар, on separate lines. We translate both lines and keep Specialist as the degree name; a translation that writes Master's Degree is overstating the document, and an evaluator reads it as a different degree.
Кандидат наук, доктор філософії and the ВАК diploma
A кандидат наук diploma was issued not by the university but by the ВАК, later by the Ministry of Education, after a defence before a спеціалізована вчена рада, and Soviet-era candidates hold it in Russian. Since 2016 the same level is the доктор філософії. A holder of either may also have a доцент or професор attestation, which is an academic rank, not a degree, and is translated as one. We render кандидат наук as Candidate of Sciences with the field, and whether it equals a PhD is the evaluator's call.
Bilingual diplomas and the ЄДЕБО check
Diplomas issued since 2015 carry their text in Ukrainian and English side by side, with a series and number that an evaluator can check against the ЄДЕБО register online. A translation is still asked for, because the з відзнакою line, the rector's signature block, the stamp and the додаток are Ukrainian only. Earlier diplomas are a bound booklet with the degree on the left page and the specialty on the right, in Ukrainian alone, and the Soviet version is one sheet in Russian. We translate the whole booklet, cover stamps included.
Who is asking for your Ukrainian diploma translation?

Credential evaluators
WES, ECE and similar services ask for a word-for-word certified translation sent with the original. The degree name stays in the original language beside the English.
ECFMG and medical boards
Physicians trained abroad send their diploma and transcript through ECFMG, which asks for an English translation of every document that is not in English.
USCIS
USCIS asks for a complete English translation and a signed certification from the translator. No notarization is needed.

- I am a doctor with a Ukrainian диплом лікаря. What does ECFMG need?
- ECFMG verifies the diploma with the university through its own channel and asks you for an English translation of every document not in English. A Ukrainian medical diploma states the кваліфікація лікар with the specialty, such as лікувальна справа, and we render the qualification as Physician while keeping the specialty in Ukrainian with its English meaning. Send the diploma, both sides, with the додаток, and the інтернатура certificate if you have one, since that is your postgraduate training.
- My university has since been renamed or merged. Which name goes on the translation?
- The name printed on the diploma. Ukrainian universities have been renamed often, from інститут to університет in the 1990s, to національний university later, and some have merged or moved since 2014. The translation gives the name as it stood on the day of issue, and if you tell us the current name we add it in a translator's note, which is what an evaluator checking the institution against ЄДЕБО needs to see.
- Can you translate a US diploma into Ukrainian for a Ukrainian university or employer?
- Yes. A US degree used in Ukraine goes through визнання, recognition, at ENIC Ukraine under the Ministry of Education, which wants the diploma apostilled by the state where the school sits and a Ukrainian translation certified by a notary in Ukraine. We translate the diploma into Ukrainian for the employer, the university or to prepare that file; the notarial step happens in Ukraine. Add notarization here if the recipient asks for a US notary instead.
